Inmate Funds
The Newport News Sheriff's Office holds inmate funds separate and apart from all other funds received and disbursed by the City Jail. Inmate funds may include any money taken from an inmate at the time of incarceration, funds deposited with the Sheriff by others for an inmate, and wages paid to an inmate.
The commissary affords inmates the opportunity to purchase products such as snacks and personal hygiene items provided that there are sufficient funds available in their account. In addition, disbursements from an inmate account may include other approved purchases, remittances to family or for fines and costs, fees for medical treatment or work release and other miscellaneous administrative fees.
For the purpose of providing a safe and secure inmate population, inmates are not permitted to possess cash or other negotiable monetary instruments during their incarceration. Actually, possession of money is a violation of inmate rules and will be charged administratively. The offender could face disciplinary action including significant sanctions.
To eliminate any potential introduction of money into the population, the Newport News Sheriff’s Office in partnership with CBM Managed Services, an independent contractor, operates a cashless or debit system for inmates.
In addition, depositing funds is intended to offer family members, friends and loved ones convenient ways to quickly deposit money into an inmate account and to help improve the speed and accuracy of those deposits.
Two Ways to Fund an Inmate Account:
Transactions using either of the two options below will deposit the money into the inmate’s account, thus avoiding delays during holidays or weekends and making the money readily available for commissary purchases. There is a convenience fee to use these options.
The Jail and Annex Lobby kiosks are open and available 24 hours a day and will accept cash, major credit cards or debit card. To ensure correct account deposits, you must know the inmate's ID number to complete these transactions.
A depositor can visit JailATM.com and deposit funds into a friend or family member's account using a credit or debit card. The website is designed to mix the efficiencies of the Internet with the security of online deposits to create the most convenient way to apply funds to an account.

Most deposits arrive within 24-48 hours of processing. If the deposit is missing after this, please contact CBM Managed Services immediately by calling 757.926.8109 (Monday-Friday between the hours 8 a.m. and 4 p.m.) to initiate an investigation. If CBM Managed Services is unable to resolve the issue after 72 business hours, JailATM will investigate the missing deposit.
NOTE: Beware of social media sites or scams that may advertise or state they can assist in adding money to an inmate’s account! The ONLY acceptable ways to add money to an inmate’s commissary account are listed above.
Here is what you will need
Family members will need a valid e-mail address to set up an account. You will be asked for the e-mail address and you will be sent an e-mail with a link to verify the creation of the account. After the e-mail link is clicked and the account is verified, you will log in and be prompted to pick a state from the drop down box (Virginia), select our facility name (Newport News City Jail) and an inmate name or ID number to search.

- Fill Out All Information on the Personal Details Form
- Create a Password
- Check Your E-mail, There will be an Activation Link. Click on Link or Paste into Your Browser

Account information is only available to inmates. Upon release or transfer to another institution, the inmate’s account is closed and the inmate is issued an ATM debit card or check.
