Operations Bureau
The Operations Bureau is the heartbeat of the Newport News City Jail. As the largest bureau, we’re responsible for the care, safety, and supervision of everyone in our facilities — 24/7.
Our team of nearly 100 dedicated professionals oversees an average daily population of about 450 individuals. That means showing up every day to maintain security, structure, and accountability, while treating people with dignity and respect.
The City Jail is a maximum-security facility with seven floors that include cell blocks, dormitory pods, lockups, and isolation units, all managed through indirect supervision.
The Jail Annex operates as a minimum-security facility designed with growth in mind. Along with dormitory housing and cells, the Annex offers re-entry programs that help individuals prepare for life after release — because real safety includes second chances.
