Operations Bureau
The Operations Bureau is our largest bureau, responsible for providing the care, security, protection, custody and control of inmates during their incarceration in the Newport News City Jail and Annex (aka Adult Detention Center).
This division is staffed with approximately 100 men and women certified as Jail Officers or Deputy Sheriffs by the Virginia Department of Criminal Justice Services, Compulsory Minimum Training Standards and Performance Outcomes. There also are civilian personnel who perform a variety of essential daily duties to ensure efficient jail operations.
The Jail and Annex have a rated capacity of 300 inmates and an operating capacity of 600 inmates. The average daily inmate population is about 450. NNSO staff are charged with treating each inmate humanely and courteously.
The Jail Administrator coordinates the day-to-day operations of both facilities and reports to the Operations Bureau Chief.
The City Jail is a maximum security facility with indirect supervision consisting of six floors that include a lockup, dormitory pods, cell blocks and isolation cells.
The Jail Annex is a minimum security facility with some dormitory pods and cells. Its primary purpose is to provide vocational skills, educational development, GED testing and a host of other re-entry programs for inmates.
Our two facilities undergo inspections – scheduled and unannounced – to ensure we’re meeting the requirements mandated by the Virginia Administrative Code, Chapter 40, Minimum Standards for Jails and Lockups. This confirms compliance with health, safety, and welfare standards for staff and offenders within our correctional setting. Compliance audits are performed every three years. The Virginia Board of Corrections conducts unannounced inspections annually.
